Juniper Hill Estates is located in the community of Witless Bay on the Southern Shore. Phase 1 was completed in 2008 with Phase 2 slated to start early summer of 2009.

TDI is very proud of both the location of this development and the suitability of the land for family home construction. The development is near the Southern Shore Highway but secluded with many lots having existing mature trees affording the purchaser both privacy and landscape design aesthetics. The terrain consists of either flat or gently sloping property which minimizes the need for expensive excavation or importing of fill. There are neither boggy or wet areas nor known areas of bedrock which all add considerably to the cost of development. TDI urges all individuals considering the purchase of land, whether in our development or elsewhere, to obtain an estimate on the cost of site work necessary to make the property ready for the placement of a basement and septic disposal field and rough landscaping. This should be done prior to the purchase and ideally the individual should seek estimates from multiple contractors. Unfortunately the cost of site preparation seems to be sometimes overlooked when individuals are considering where to purchase property. There is more to the overall cost of obtaining land for family home construction than the asking price of the building lot.

Minimum lot size is 1860 square meters or approximately 1/2 acre. Several lots in Phase 2 and 3 are larger in size.  13% HST will be added onto the price of the lot.

While this development has been approved in principle by the Town of Witless Bay, purchasers are required to apply to the Town of Witless Bay for a building permit prior to any excavation or development and to Government Services for disposal field inspection and approval. Please visit or contact the Witless Bay Town Office for current requirements.

All lots will have a legal land survey in place which is included in the cost of purchasing the lot and copied in the deed of conveyance. Financial institutions will require a “Real Property Report” as part of the terms of lending. This report, to be completed by a Newfoundland Land Surveyor, details the location of the dwelling on the property and other site specific features such as wells, poles, overhead wires etc. The cost of this report is the responsibility of the purchaser. TDI recommends the survey firm “Hawco-King-Renouf” to prospective purchasers. We have a long working relationship with this firm and know them to be skilled and professional. Since we are using this firm for the lot boundary surveys, they are best suited to quickly complete this task and should be able to minimize the cost to the purchaser.

As with any real estate transaction, the purchaser will require the services of a lawyer specializing in Real Estate. This is necessary both to close the deal and to look after your interests and requirements. Building a home is the largest investment many of us will ever make so we strongly recommend you seek professional legal and financial advice from the start to ensure your needs and interests are looked after.

Prior to the commencement of any construction, including excavation, the Purchaser shall submit to the Vendor for the written approval by the Vendor, plans of the proposed dwelling house and Lot layout.

Lot purchasers are responsible for putting in their own artesian wells and septic systems.

A certified septic field designer must be retained for the disposal field design and soil analysis as per Government Services regulations. A list of approved designers can be obtained from Government Services, the Town of Witless Bay or TDI.

All lots have Restrictive Covenants in place. Please realize these covenants are there to protect you the purchaser from unwanted or unsightly development in the area and to maintain and grow the value of your home and property. The following is only a brief representation of these covenants:  

1.       No Building Lot shall be used for any purpose other than for private residential purposes and no attached or semi-attached house, duplex or apartment, or any house designed for more than one family, shall be erected on a Building Lot. Mobile homes shall not be permitted.

2.      Culverts to access building lot must be placed according to Witless Bay Town Standards prior to commencement of any excavation or construction on building lot.

3.       The Purchaser is solely responsible for the drilling of an artesian well and connection thereto.

4.       Subdividing of Building Lots will not be permitted.

5.       No dwelling house shall be erected or stand upon a Building Lot or any part thereof which shall have a ground floor area of less than:

a)      One Thousand (1000), square feet in the case of a one storey dwelling;

b)      Nine Hundred (900), square feet in the case of a dwelling of more than one storey but not a full two storeys;

c)      Six Hundred (600), square feet in the case of a dwelling of two storeys or more provided that the total habitable floor area of any dwelling shall not be less than One Thousand, Two Hundred (1200) square feet.

6.        The Purchaser will maintain the area between their Building Lot and the road paving in a neat, tidy and reasonable manner. Ditches if any shall be sodded rather than steep sided with bare soil even though such sodding may be between the Purchasers property and the road paving.

7.        Landscaping must be completed within twenty-four (24) months of the completion of the house or receipt of occupancy permit. The driveway must be completed with at least road gravel within the same time frame.

8.        Prior to the commencement of any construction, including excavation, the Purchaser shall submit to the Vendor for the written approval by the Vendor, plans of the proposed dwelling house and Lot layout. These plans shall include but are not limited to the following:

a)       a plot plan showing the location of footings and foundation;

b)      finished basement floor elevation and finished lot grading;

c)       driveway location and lateral and utilities location;

d)     artesian well location and connecting pipes;

e)      sewage disposal system and field location;

f)       location and grading of any French Drains, Dry Wells or other features constructed to control and collect ground or surface water if such features are necessary

9.        Nothing shall be done or permitted upon any of the Building Lots or in buildings erected or to be erected thereon which shall be a nuisance to the occupants of any neighboring lands or dwelling houses.

10.    Where living trees exist, a buffer of trees shall be maintained to a depth of three (3) meters along the rear and side boundaries of a Building Lot. All dead, seriously diseased, or fallen trees are to be removed.

11.    No repairs to motor vehicles shall be effected on a Building Lot save within a wholly enclosed garage.

Please Note: TDI has strived to develop these covenants to reflect current Provincial Government and Town of Witless Bay development regulations. In the event of a conflict between these regulations and TDI covenants, the regulations of any Governmental department or the Town of Witless Bay will supersede any covenants or restrictions put forth by TDI.
